ROI and social return on investment

ROI is revenue less cost, divided by cost.

Social return values each outcome as quantity times a value per unit, less deadweight (what would have happened anyway) and attribution (credit owed to others), discounted at 3.5% a year, divided by the investment.

The band shown is plus or minus 25%. The value per unit is an assumption. It is a claim until someone verifies it.
